Moisture content and regain are different denominators for the same water and are routinely swapped by mistake: content divides by the as-received mass, regain divides by the oven-dry mass, so 7.8% content is 8.46% regain. Entering one where the other is expected biases the commercial mass in the direction that favours whoever made the error. A single reading also does not represent a bale — moisture varies strongly between the surface and the core, and a probe reading taken at the press is not the same as the bale that arrives after a week in transit. Sample to the method the contract names, and treat oven-dry determination as the reference the probe is calibrated against. The figures here settle mass only; they say nothing about whether wet fibre has already lost grade to yellowing, stickiness or microbial damage, which no weight adjustment recovers.
