An idle spindle makes nothing. A spindle with a broken end makes waste — using roving and power to do it.

Idle spindles and pneumafil waste together
Waste per break is the weak link in the breakage estimate: it depends on how quickly the frame is patrolled and pieced, so the same waste weight means a very different number of breaks in a well-tended shift than a thinly staffed one. Calibrate it by counting breaks directly on a few frames and weighing the waste against them. Pneumafil waste also collects fly and fibre shed from normal running, not only broken ends, so the derived breakage rate is an upper bound. Idle spindles are counted here as producing nothing, which is right for output but understates the cost — a spindle idle for a mechanical fault often signals a problem spreading along the frame.
