One flat allowance overpays the silk line and underpays the denim line. The physical work is not the same.

The sensitivity coefficients are policy rather than physiology and must be agreed with worker representatives before they are used to set rates — a factory that tightens allowances by adjusting these numbers has cut pay, whatever the arithmetic says. Mass and reach are also only two of the recognised fatigue factors; posture, repetition, force, temperature, noise and visual strain all appear in standard allowance tables and none are modelled here, so this understates allowance for hot, awkward or highly repetitive work. Use it to argue that allowances should differ between products, not as a complete allowance system.
