Every minute attended is treated as available for production, which penalises the operator for time they did not lose — waiting for work, machine breakdown, rework of someone else's fault and quality holds all suppress efficiency and none are the operator's doing. A defensible scheme excludes off-standard time from attended minutes and pays it separately; without that, piece rate transfers the factory's planning failures onto the worker's wage. **Piece-rate systems are regulated employment matters** subject to minimum wage law, working time rules and collective agreements in every jurisdiction, and any scheme must be verified against them and against the applicable local minimum before use.
