A negative net cost means the evaporator is spending more on energy than the recovered water is worth — which is often true, and is why ZLD is usually a discharge-compliance decision rather than a savings one. Watch the concentration factor against the saturation limits of the actual salts present; sulphate and silica scale long before sodium chloride does.
