What a Cubic Metre of Effluent Costs, and What Cutting One Saves

The cost per cubic metre answers what the plant costs to run. It does not answer what a cubic metre saved is worth, and using it for that overstates every conservation project you will ever appraise.

What the Plant Costs Whether It Runs or Not

The fixed half. None of this follows the flow out of the door, which is the entire reason the two rates differ

Installed and commissioned, including the civil work

Straight line. A discount rate would make this an investment appraisal, which is a different sheet

Operators, the maintenance contract, insurance, the statutory monitoring — everything that is the same at half flow

What the Plant Was Built For

Design against actual, because the gap is where the fixed cost per cubic metre comes from

Nameplate, not what it is achieving

What Water Is Worth Here

Both halves of what a reused cubic metre displaces. Leave the discharge cost at zero only if discharging is genuinely free, which under a consent order it is not

Delivered to the mill, including any extraction cess

What sending a treated cubic metre away costs — sewer charge, tanker, or the marine outfall levy

The Streams, One Row Each

Split the flow by what it costs to treat, not by which department it came from — two streams with the same chemistry belong on one row and a rinse that needs no more than screening does not belong with a dyebath drop. The variable cost is only what the next cubic metre of that stream adds: chemicals, power, sludge handling. It is not the plant cost divided by the flow, and if you enter that number here the sheet has nothing left to tell you. The recoverable share is how much of that stream comes back as water the mill can use, which for a strong dyebath is honestly zero.
