Incorporated by reference into 49 CFR 238 Appendix B(a)(1)(ii) - passenger rail equipment safety standards - which makes the named edition part of US federal law rather than a recommendation. The regulation cites the 1987 edition; the publisher has revised the standard since, so following the current edition can leave you technically up to date and legally wrong. A free copy of the incorporated edition is public because the law requires it to be readable.
What to watch for
The designation carries a revision year and, where present, a reapproval year in brackets: in ASTM D1059-17(2022), -17 is the revision and (2022) the year it was reapproved unchanged. A specification naming a different revision of the same number is naming this standard at a different date, not a different standard.
