What this standard is for
Where it is used
The United States, where 16 CFR Part 1241 incorporates it by reference. That part is in this register, and its own record notes that the substantive requirements sit in this specification rather than in the CFR text.
Why it matters
Where a CFR part incorporates a specification by reference, the specification is the law and the regulation is the pointer. A reader who has the regulation and not the standard has the citation and none of the requirements, which is the gap this record closes.
What to watch for
The incorporation is edition-specific: 16 CFR 1241 names the 2021 approval, so a later ASTM revision is not what the rule requires until the Commission incorporates it. Subcommittee F15.66 maintains it, and F15 revises consumer safety specifications often enough that the current ASTM edition and the incorporated edition should be checked separately rather than assumed equal.
