Adopted under ESPR Article 13(5). Recital 2: the registry also serves batteries (Regulation (EU) 2023/1542), construction products (Regulation (EU) 2024/3110), toys (Regulation (EU) 2025/2509) and detergents (Regulation (EU) 2026/405). Product-group registration duties start only when the relevant product rules require a passport.
Article 4(1)-(2) (conditions for verified economic operator status for sole traders and legal persons) and Article 4(4): Economic operators shall retain the status as verified economic operators until their electronic identification means expire but no longer than three years from the date of verification. Final article: entry into force on the twentieth day following publication (OJ L, 2026/1778, 17.7.2026).
A verified economic operator registering a passport must submit all data required for registration, including where relevant the commodity code for products released for free circulation, and is responsible for its accuracy and completeness; the registry returns a unique registration identifier and the operator can generate proof of registration, available for 90 days.

Article 15(4): where registration is prevented by registry unavailability, the Commission records the outage and makes the record available on request for at least five years.
Article 8 (registration data, verification and generation of a unique and persistent registration identifier; Article 8(10) communication of the identifier through the user interface or API response); Article 9(1) and (4) (proof of registration remains available for 90 calendar days); Article 19(1): The verified economic operator shall be responsible for the accuracy and completeness of the information submitted at the time of registration.
This is a register, not advice. It records what an instrument says and when it applies. Whether it applies to a particular company, product or shipment is a question for somebody who knows that business, and the answer is frequently not what the summary above would suggest.
