Why it matters
This is the document that decides whether a dye or auxiliary can be used at all, which is why a chemical supplier meets it long before a mill has anything to test.
What to watch for
The name is Black LIMITS, not black list - it sets threshold values rather than naming prohibited products, and reading it as a ban list gets its purpose backwards. Revised sections apply by 1 July 2027 at the latest at the input stage, a year ahead of the other two. Revised every year, so the edition is the whole of the citation. This set came into force 1 July 2026 and replaced the 2025 editions.
