What it requires (5 obligations)
Producers, importers and other first placers on the French market of textile products under category 11 of Article L. 541-10-1 (clothing, household linen, footwear) must state, for each stage, the country where weaving, dyeing and printing, and making-up (confection) mainly took place.

The text lists weaving (tissage) only; knitting is not named separately. Phased application by turnover and unit thresholds is set out in Article 3 of the decree (see separate obligation).
Code de l environnement Article R. 541-221, X, as created by Article 1 of the decree: indication géographique du pays où s effectue principalement chacune des opérations suivantes: 1° Le tissage; 2° La teinture et l impression; 3° La confection. Where synthetic fibres exceed 50 percent of product mass, the information sheet must carry the statement that the product releases plastic microfibres into the environment during washing.

Category 11 of Article L. 541-10-1 covers textile products of clothing, footwear and household linen.
Article R. 541-221, XI: Cette information est mise à disposition dès lors que la proportion de fibres synthétiques est supérieure à 50 %; prescribed wording: rejette des microfibres plastiques dans l environnement lors du lavage.
Where recycled material is incorporated, the share is expressed as the overall mass proportion of recycled materials using the wording produit comportant au moins [x] pourcent de matières recyclées; leather articles are excluded from this quality for category 11.

Article R. 541-221, III: L incorporation de matière recyclée est mesurée comme la proportion globale en masse de matériaux issus du recyclage; applies to categories 3, 5, 6, 7, 10 and 11 à l exception des articles en cuir. Article R. 541-221, VI sets recyclability wording (produit majoritairement recyclable / entièrement recyclable).
The information duties apply from 1 January 2023 to operators with French-market turnover above EUR 50 million placing at least 25 000 units per year, from 1 January 2024 above EUR 20 million and 10 000 units, and from 1 January 2025 above EUR 10 million and 10 000 units.

The third tier date in the decree is 1 January 2025, not 2026 as sometimes reported. Products whose last unit is placed on the market between 1 January and 31 March 2023 are excluded from the first tier. Operators below EUR 10 million or 10 000 units are not covered by Article 3.
Article 3, I, 1° to 3° of Décret n° 2022-748 (consolidated version in force on 3 November 2026, marked in force since 1 May 2022 with no amendment note): 1° A compter du 1er janvier 2023 ... supérieur à 50 millions d euros ... au moins 25 000 unités; 2° A compter du 1er janvier 2024 ... 20 millions ... 10 000 unités; 3° A compter du 1er janvier 2025 ... 10 millions ... 10 000 unités.
Since 1 May 2022 it is prohibited to display the terms biodégradable, respectueux de l environnement or any equivalent environmental claim on a new product or packaging intended for consumers, with a stock sell-off period until 1 January 2023 for goods made or imported before publication.

Article R. 541-223: Il est interdit de faire figurer sur un produit ou un emballage, neuf à destination du consommateur ... biodégradable ... respectueux de l environnement ... toute autre allégation environnementale équivalente. Article 3, III of the decree: enters into force the day after publication; délai d écoulement des stocks jusqu au 1er janvier 2023.
