  • French ultra-fast fashion (mode ultra-express) law Loi n° 2026-602 du 8 juillet 2026 FR

Advertising for ultra-express fashion products and for brands using such practices, and their promotion by commercial influencers, is prohibited from 1 January 2027; influencer breaches carry an administrative fine of up to EUR 100 000.

Scheduled Adopted, dates set, not yet in force

Application details of Article 6 are to be set by Conseil d Etat decree; media services from other EU states are exempt under conditions.

  • France PFAS law Loi n° 2025-188 du 27 février 2025 FR

From 1 January 2030 the same prohibition extends to every textile product containing PFAS, except textiles needed for essential uses, those contributing to national sovereignty for which no substitute exists, and technical textiles for industrial use.

Scheduled Adopted, dates set, not yet in force

Art. D525-3 lists the 2030 exemptions: technical textiles for industrial use; and, where no substitute exists, personal protective equipment, defence and CBRN equipment and medical textiles. The 20% post-consumer recycled-content rule carries over. Home textiles, which the 2026 ban does not reach, are inside this one.

Already in force 10

  • AGEC product environmental information decree Décret n° 2022-748 du 29 avril 2022 FR

Since 1 May 2022 it is prohibited to display the terms biodégradable, respectueux de l environnement or any equivalent environmental claim on a new product or packaging intended for consumers, with a stock sell-off period until 1 January 2023 for goods made or imported before publication.

Confirmed In force, dates fixed in published law

Applies across product categories, including textiles.

  • AGEC product environmental information decree Décret n° 2022-748 du 29 avril 2022 FR

Producers, importers and other first placers on the French market of textile products under category 11 of Article L. 541-10-1 (clothing, household linen, footwear) must state, for each stage, the country where weaving, dyeing and printing, and making-up (confection) mainly took place.

Confirmed In force, dates fixed in published law

The text lists weaving (tissage) only; knitting is not named separately. Phased application by turnover and unit thresholds is set out in Article 3 of the decree (see separate obligation).

  • AGEC product environmental information decree Décret n° 2022-748 du 29 avril 2022 FR

Where synthetic fibres exceed 50 percent of product mass, the information sheet must carry the statement that the product releases plastic microfibres into the environment during washing.

Confirmed In force, dates fixed in published law

Category 11 of Article L. 541-10-1 covers textile products of clothing, footwear and household linen.

  • AGEC product environmental information decree Décret n° 2022-748 du 29 avril 2022 FR

Where recycled material is incorporated, the share is expressed as the overall mass proportion of recycled materials using the wording produit comportant au moins [x] pourcent de matières recyclées; leather articles are excluded from this quality for category 11.

Confirmed In force, dates fixed in published law

Information is provided in dematerialised form, free of charge, at the time of purchase, in a fiche produit relative aux qualités et caractéristiques environnementales on a dedicated web page (Article R. 541-222).

  • AGEC product environmental information decree Décret n° 2022-748 du 29 avril 2022 FR

The information duties apply from 1 January 2023 to operators with French-market turnover above EUR 50 million placing at least 25 000 units per year, from 1 January 2024 above EUR 20 million and 10 000 units, and from 1 January 2025 above EUR 10 million and 10 000 units.

Confirmed In force, dates fixed in published law

The third tier date in the decree is 1 January 2025, not 2026 as sometimes reported. Products whose last unit is placed on the market between 1 January and 31 March 2023 are excluded from the first tier. Operators below EUR 10 million or 10 000 units are not covered by Article 3.

  • French textile environmental cost (coût environnemental) decree Décret n° 2025-957 du 6 septembre 2025 FR

Communicating the environmental cost of new or remanufactured textile products sold to consumers in France is voluntary since 1 October 2025; any manufacturer, importer or other placer on the market that chooses to communicate it must calculate it with the official methodology, expressed in impact points.

Confirmed In force, dates fixed in published law

No mandatory display date is set in the published decree. Arrêté du 6 septembre 2025 (NOR TECD2515463A, JORF 9 September 2025) restricts the scope to apparel textile products under Regulation (EU) No 1007/2011 and excludes single-use apparel, products with electronic components and products with more than 20 percent of mass in materials not modelled in the methodology notice.

  • French textile environmental cost (coût environnemental) decree Décret n° 2025-957 du 6 septembre 2025 FR

Before any communication, the operator must publish on the designated public portal the environmental cost, its breakdown by impact category, the calculation date and the methodology version; the cost may be updated at most once every three months and must be updated within twelve months of a methodology change unless already marked on the product.

Confirmed In force, dates fixed in published law

The methodology is detailed in a notice méthodologique published by the environment and economy ministries and uses the 16 impact categories of Annex I to Recommendation (EU) 2021/2279. The portal runs on the State Ecobalyse platform. Until 1 October 2026 third parties could reuse an operator cost only with consent or once published on the portal.

  • France PFAS law Loi n° 2025-188 du 27 février 2025 FR

From 1 January 2026 the manufacture, import, export and placing on the market, paid or free, of clothing textiles, footwear, and waterproofing agents for clothing textiles and footwear intended for consumers that contain PFAS is prohibited, except clothing and footwear designed for the protection and safety of persons, in particular for national defence or civil security missions.

Confirmed In force, dates fixed in published law

The thresholds below which the ban does not apply are set by decree, art. D525-4: 25 ppb for any single PFAS measured by targeted analysis, excluding polymers; 250 ppb for the sum of PFAS, where relevant after degradation of precursors, excluding polymers; and 50 ppm for PFAS including polymers. Above 50 mg/kg total fluorine, the operator must demonstrate on request whether the fluorine comes from PFAS. Art. D525-2 exempts personal protective equipment under Regulation (EU) 2016/425, protective and combat equipment for the armed forces and for internal and civil security, re-proofing agents for that equipment, and clothing and footwear with at least 20% recycled material from post-consumer waste, where PFAS is tolerated only in proportion to the recycled fraction. Products made before 1 January 2026 may be placed on the market or exported for at most twelve months (art. 2 of the law). The text defines neither "textile d'habillement" nor whether the limits apply per article or per material. Because export is named, the ban reaches French operators shipping out of France as well as goods entering it.

  • French ultra-fast fashion (mode ultra-express) law Loi n° 2026-602 du 8 juillet 2026 FR

For clothing, household linen and footwear (category 11 of Article L. 541-10-1) sold online, the places of manufacture must be shown clearly on the digital platform, close to the price and in characters of the same size as the price indication.

Confirmed In force, dates fixed in published law

Entry into force recorded as the day after publication in the JORF of 9 July 2026, under the general rule for laws without a specific date; practical enforcement may depend on implementing rules.

  • French ultra-fast fashion (mode ultra-express) law Loi n° 2026-602 du 8 juillet 2026 FR

Penalties (malus) in the textile EPR fee modulation for ultra-express products range from EUR 0.25 to 12 per product in 2026, EUR 0.50 to 14 in 2027, EUR 0.75 to 16 in 2028, EUR 1 to 18 in 2029 and EUR 2 to 20 from 2030, capped at 50 percent of the pre-tax sale price; the penalty provision entered into force on 1 September 2026.

Confirmed In force, dates fixed in published law

Penalised products cannot receive bonuses. Article 5 also allows eco-modulation on environmental impact (including biodiversity and carbon footprint) and durability, requires producers not established in France to appoint an authorised representative (new Article L. 541-10-9-1), and lets eco-organisations collect platform data automatically under a Conseil d Etat decree. Which penalty schedule applies in practice depends on the ultra-express threshold decree.

    French ultra-fast fashion (mode ultra-express) law Loi n° 2026-602 du 8 juillet 2026 FR

The law defines mode ultra-express practices in new Article L. 541-9-1-1 of the Environment Code; the thresholds on the number of new product references and the criteria of weak incentive to repair, assessed per brand and sales channel, are left to a Conseil d Etat decree, which had not been located as published by 3 November 2026.

Scheduled Adopted, dates set, not yet in force

Operators established in other EU or EEA states are excluded subject to the e-commerce directive procedures. Article 3 removes the tax reduction of Article 238 bis CGI for producer payments linked to ultra-express products.
